How much does it cost to open a restaurant in the Philippines?

Most first-time owners in the Philippines underestimate their opening budget by 20 to 40 percent. Here is what a mid-sized restaurant typically costs to open, based on real projects in the Philippines, so you can plan with numbers instead of guesses.

The short answer

A full-service restaurant of about 120 square meters in Cebu costs roughly ₱4 to 5 million to build and equip, before you pay rent deposits and before you set aside working capital. A small take-out or kiosk concept can start far lower, and a Metro Manila mall location usually costs about one and a half times more.

Typical budget ranges for a 120 sqm restaurant in Cebu

These are typical ranges from projects I have worked on in the Philippines. Where you land depends on your concept, the condition of the space and the equipment your menu really needs. A pizza oven or a dry ager pushes you to the top of the range; a simple café menu keeps you at the bottom.

Budget areaTypical range (₱)
Construction, renovation and metal works1.2 to 1.6 million
Furniture, fittings, signage and air-conditioning0.8 to 1.1 million
Kitchen hood, exhaust and specialist ovens0.3 to 0.6 million
Kitchen equipment and smallwares0.8 to 1.1 million
Opening inventory and soft-launch marketing0.6 to 0.7 million
Total to build and openabout 4 to 5 million

The costs people forget

1. Rent deposit and advance

Landlords in Cebu commonly ask for several months of deposit and advance rent. At a mall-type rate of about ₱1,500 per square meter per month, a 120 sqm unit is around ₱180,000 a month, so five months up front is about ₱900,000 before you sell a single plate.

2. Working capital

No restaurant is full in month one. Keep at least three months of fixed costs in the bank: rent, payroll, electricity, gas, internet and accounting. For a Cebu City unit of this size that is in the range of ₱2 million. This is the money that keeps you open while word of mouth builds.

3. Permits, accounting and POS

Business permits, the barangay clearance, the sanitary permit, fire safety inspection, BIR registration and your POS system all take time and money. Budget for them early and start the paperwork before construction ends, not after.

How to bring the number down

Checklist before you sign a lease

  1. Write down your full opening budget: build, equipment, inventory, deposits and working capital.
  2. Estimate monthly sales conservatively and check the break-even point.
  3. Cost your top 10 dishes and confirm your target food cost.
  4. Visit the site at lunch, dinner and on a weekend.
  5. Get a second opinion from someone who has opened restaurants before.

Frequently asked questions

How much does it cost to open a small restaurant in the Philippines?

A small take-out or kiosk concept can open for a fraction of a full restaurant, but a 120 sqm full-service restaurant in Cebu typically needs about ₱4 to 5 million to build and equip, plus rent deposits and at least three months of working capital.

How much working capital does a new restaurant need?

Keep at least three months of fixed costs in reserve: rent, payroll, utilities and accounting. Most new restaurants take several months to reach steady sales.

Is it cheaper to open a restaurant in Cebu than in Manila?

Usually yes. In our own planning, a Metro Manila unit costs about 1.5 times more to build, with higher rent per square meter and higher salaries than Cebu.
